Definite step of OAU was arranged in the 16th national summits' annual meeting held in Monrovia in Liberia from the 17th to the 20th July in 1979. This conference made a decision that it planned and approved 'African Charter on Human and Peoples' Rights' following the proposal of Senegal under several countries' support. National Summits' Conference charged the secretory-general of OAU with convocation a certain number of experts in the central cities of Africa to concretely execute the plans of OAU as soon as possible. The first conference composed of experts was held in Dakar, Senegal from the 28th November to 8th December in 1979. The aim set up by this conference os to prepare the organization for protecting African Human Rights, considering the demands of African countries based on the African legal philosophy. The plan prepared in Dakar was revised by the conference of the Minister of Justice in OAU held in Banjul in January 1981 and was partially transformed. 40 out of 50 OAU's member countries attended this meeting. The draft admitted by Ministers of Justice and OAU's conference was received after a bit of amendment at the 18th national summits' meeting held in Nailobi in June 1981.
