The KUFNS formed 'People's Revolutionary Council of Campucia,' for which Heng Samrin was inaugurated as the chairman with Hun Sen as the vice-chairman in charge of Foreign Affairs. The name of Cambodia was changed to 'the People's Republic of Kampuchea'. Heng Samrin was a division commander of Khmer Rouge during the civil war (1970-1975). He sought refuge in Vietnam from Pol Pot's purge in 1977. The new government faced resistances from the Khmer Rouge. and other forces and failed to gain widespread diplomatic recognition. The government was maintained thanks to the support from Vietnam and people's hope to escape from the Pol Pot regime's extreme lockout policy and massacre of the innocent people.
Vietnamese stationed 20 divisions (about 160,000 soldiers) in Cambodia and Pol Pot group was completely expelled. Pham Van dong, prime minister of Vietnam, signed a peace and friendship treaty with Phnom Penh in February 1979. A special relation of the three Indochina countries was formed by Vietnam in March 1979 with Souphanouvong, the president of Laos, signing the same treaty with Vietnam.
