Khieu Samphan at Khmer Rouge (Democratic Kampuchea), Son Sen at Kampuchea People's National Liberation Front (KPNLF), Sihanouk at Moulinaka Faction, assembled in Kuala Lumpur in June 1981, and agreed to make up 'Coalition Government of Democratic Kampichea (CGDK)'. With this agreement, Sihanouk was appointed as the president, Khieu Samphan and Son Sen were appointed to the vice-presidents in charge of diplomatic policy and the prime minister respectively. They agreed to only one objective: driving Vietnamese out of Cambodia. However, they did not agree with other issues. Khieu Siphan used to belong to a pro-China communist group. Son Sen was pro-American, while Sihanouk was pro-Chinese though neutral at the moment. Disbelief and hatred remained among the three groups.
