33 nations and 12 international organization representatives gathered and adopted a declaration to promote peace, according to Paris Peace Pact in 1991, from June 20, 1992, to June 22 in the same year. And, in order to do it, the support to the peace plan drown up by U.N. and the promise for the reconstruction of Cambodia were achieved.

Therefore, in May 1993, the governors and Khmer Rouge consented to the need for peace talks and according to Sihanouk's suggestion, peace and national reconciliation round-table conference among Khieu Siphan, the nominal leader of Khmer Rouge, Norodom Ranariddh and Hun Sen, the cooperation ministers of government, and Chea Sim, the leader of Cambodia People's Party and Speaker of the National Assembly was held.

120 people including the capital, Phnom Penh's 12 people were elected as members of the National Assembly from 21 provinces throughout the nation in general election that went on during 6 days since May 23, 1993 and about 87% of registration electors of 4,760,000 attended in the vote. About 20 parties including Cambodian People's Party led by Hun Sen's government, FUNCINPEC Party led by Norodom Sihanouk and his son, Ranariddh, and Buddhist Liberal Democratic Party (BLDP) led by Son Sen, etc. took part in the election.
