The procedure of the Social Charter was planned as follows. That is to say, the starting point and the goal were set and it made all the member nations lay down the speed of development by themselves. The development of social rights like the one written in Social Charter needs legal various provisions in national bounds. The supervision system provided in the Social Charter formed in the way of the pertinent nations' general evaluation because the effect of the Social Charter was not confirmed by examining individual situation. The problem in here is the circular process made in every 2 years. European commission's meeting, ministers' conference, experts' committee introduced through Charter and subcommittees of the Government Social Committee participated in here. Each of the member countries should hand out report about using regulations of contracts that accepted by themselves to the secretary-general of European Commission after finishing 2 year term. This Ministers' conference regulates report form (Article 21 on European Social Charter). In addition, each government sends the reports to chief executive groups and to labor organizations of companies.
